What does the clicking actually tell you?
A clicking sound when you turn the key, with no engine turning over, tells you the starter circuit is trying to do its job and is not managing to spin the engine. It does not, on its own, tell you which part of that circuit is at fault. Clicking is a symptom shared by more than one underlying cause, so the honest answer to "why is it clicking" is "that needs a look, not a guess" — the same click can come from very different places in the electrical system.
Is it always the battery?
Not always, but a weak or nearly-flat battery is one of the most common reasons a starter clicks instead of turning the engine over — there is enough charge to trigger the solenoid but not enough to actually spin the engine against compression.
